Those four categories offer a useful way to organize public information. An ownership announcement can identify its principals and advisers. An arena proposal can describe a venue plan. Neither establishes that the league has approved the group or selected the venue.
Foley Entertainment Group’s June announcement, for example, described its pursuit of a Las Vegas franchise and a proposed platform around existing sports holdings and T-Mobile Arena venue rights. Read that as a bidder’s stated proposal.
The league release does not publish a full scoring rubric, a bid ranking or a dated next decision. Future reports should distinguish information announced by the NBA, statements from bidders and independently reported claims. A franchise award would be a separate development.
